How a Bill Becomes Law

A Bill is:

  1. Submitted and read on the Senate Floor - known as First Reading.
  2. Assigned to a specific committee for a hearing
  3. Voted on in the committee if the chairman allows it to come up for a vote.
  4. If the bill passes the committee, it is comes to the floor for the Second Reading.
    During the Second Reading, the bill can be amended on the floor of the Senate.
  5. If the bill receives 24 or more votes in the Senate it passes Second Reading
  6. If the bill receives 24 or more votes in the Senate it passes Third Reading, it passes the Senate
  7. The bill is sent to the House
  8. The bill is sent to a committee in the House
  9. The committee holds a brief hearing with the sponsor.
  10. The bill is voted on in committee and then goes to the same process as the Senate concerning Second and Third Readings.
