How a Bill Becomes Law
A Bill is:
- Submitted and read on the Senate Floor - known as First
Reading.
- Assigned to a specific committee for a hearing
- Voted on in the committee if the chairman allows it to
come up for a vote.
- If the bill passes the committee, it is comes to the
floor for the Second Reading.
During the Second Reading, the bill can be amended on the
floor of the Senate.
- If the bill receives 24 or more votes in the Senate it
passes Second Reading
- If the bill receives 24 or more votes in the Senate it
passes Third Reading, it passes the Senate
- The bill is sent to the House
- The bill is sent to a committee in the House
- The committee holds a brief hearing with the sponsor.
- The bill is voted on in committee and then goes to the
same process as the Senate concerning Second and Third
Readings.
